Justin O'Brien
SEAI Registered BER Assessor · Founder of HomeRating.ie
I've been carrying out BER assessments across Dublin and Leinster since 2009, making HomeRating.ie one of Ireland's longest-established BER assessment providers. Over that time I've assessed thousands of properties, from one-bed apartments in the Docklands to five-bed detached homes in Dalkey, and everything in between.
Why I Started HomeRating.ie
I set up HomeRating.ie in 2009, shortly after BER certificates became mandatory in Ireland. At the time, many homeowners found the process confusing and overpriced. I wanted to offer a straightforward, professional service that gave people a fair price, a fast turnaround, and clear advice on how to improve their home's energy performance, not just a number on a certificate.
That approach hasn't changed in 17 years. I still personally carry out every assessment, which means you get consistent quality and the benefit of someone who has seen virtually every type of property and construction method in the Greater Dublin area.
What I Bring to Every Assessment
When I assess your home, I'm not just ticking boxes. Years of hands-on experience mean I can spot issues and opportunities that less experienced assessors might miss, from identifying wall construction types without invasive investigation, to recognising which upgrades will give you the biggest improvement for the least cost. I take the time to explain your BER advisory report in plain language and answer any questions you have about your home's energy performance.
Service Area
I'm based in Blackrock, County Dublin and cover all of Dublin city and county, plus County Wicklow and County Kildare. Whether your property is in the city centre, the suburbs, or a commuter town, I can get to you. See our full list of areas covered or find a BER assessor near you.
Qualifications & Registration
I am fully registered with the Sustainable Energy Authority of Ireland (SEAI) as a BER assessor for both new and existing dwellings. I carry professional indemnity insurance and public liability insurance. All assessments are carried out using the SEAI-approved DEAP (Dwelling Energy Assessment Procedure) software, and every BER certificate I issue is registered on the SEAI national database.
Beyond BER. HomeEnergyGuide.ie
I also run several specialist sites as part of the HomeRating.ie family: HomeEnergyGuide.ie, a free resource for Irish homeowners covering SEAI grants, solar panels, heat pumps, insulation, and everything to do with making your home more energy efficient. NewBuildBER.ie, our dedicated service for new build BER certificates, serving developers and self-builders. CommercialBER.ie. BER assessments for commercial and non-domestic buildings including offices, retail, industrial, and hospitality properties.
