What Is a BER Cert?

A BER (Building Energy Rating) certificate is Ireland's legal energy-efficiency label for homes and buildings. It rates your property from A1 (best) to G (worst) based on roughly 80 factors including insulation, heating system, ventilation, windows, lighting and renewable energy sources. Every residential property in Ireland needs a valid BER cert before it can be sold, let, rented or occupied for the first time.

The certificate is issued by a SEAI-registered BER assessor after an on-site survey. The result, along with an advisory report listing recommended upgrades, is registered on the SEAI National BER Register, where anyone can verify it using the property's MPRN or BER number.

When Do You Need a BER Cert in Dublin?

Selling a Dublin property

Every Dublin home on the market needs a valid BER cert before advertising. The rating must appear in every Daft.ie, MyHome.ie and estate agent listing. Letting or renting a Dublin property

Landlords must have a valid BER for every rental unit in Dublin, and the rating must appear in all rental advertisements (Daft, Rent.ie, property pages, agent listings). Applying for a green mortgage

AIB, Bank of Ireland, PTSB, EBS, Haven and Avant Money all offer lower mortgage rates for homes with a BER of B3 or better. The saving is typically 0.10%–0.30% off standard rates, around €10,000 to €19,000 over a 30-year mortgage on €300,000. Your lender will need a valid BER number to verify. All new residential builds in Ireland need a final BER cert before the property is first occupied. The BER for new builds is typically A2 or A3 to meet nZEB (nearly Zero Energy Building) standards. The BER scale runs A1 (most efficient) to G (least efficient). Each grade corresponds to a specific primary energy figure in kWh per m² per year:

  • A1–A3: less than 75 kWh/m²/yr. Passive-house or new-build nZEB standard. Most homes built in Ireland from 2019 onwards.
  • B1–B3: 75–150 kWh/m²/yr. Very good efficiency. B3 is the threshold for green mortgages with most Irish lenders.
  • C1–C3: 150–225 kWh/m²/yr. Average for many Dublin homes built in the 1990s.
  • D1–D2: 225–300 kWh/m²/yr. Below average. Common in 1970s–80s Dublin semis.
  • E1–E2: 300–380 kWh/m²/yr. Poor efficiency. Typical for older uninsulated Dublin period homes.
  • F–G: 380+ kWh/m²/yr. Worst ratings. Usually pre-1940s solid-wall homes with no insulation.
